Here are answers to the most common questions about Queen of Hearts NY and how the raffle works. These summaries are for convenience only—please refer to the Official Rules page for the full, controlling terms of play.

Who is eligible to buy tickets?
You must be at least 18 years old, a resident of New York State, and physically located within New York State at the time of purchase. Ticket sales are not permitted to persons outside New York or to anyone under 18, even with parental permission.
How do I buy tickets online?
Click Buy Tickets on the website, confirm your eligibility and contact information, pick your preferred board positions, and complete payment through our secure checkout. Once your order is confirmed, matching physical tickets are generated and placed into the drawing drum.
How are my online tickets entered into the drawing?
For every online purchase, a corresponding physical raffle ticket (or tickets) is printed with your name/contact information and the chosen board position(s). Those physical tickets are placed into the drum with all other tickets and mixed thoroughly before each drawing, in accordance with New York State Gaming Commission guidelines.
Do I need to be present to win?
No. You do not need to be present at the drawing to win. If your ticket is drawn, we will contact you using the phone number and/or email address you provided when purchasing your tickets. It is your responsibility to keep that information accurate and up to date.
How often are drawings held?
Drawings are scheduled on a bi-weekly basis unless otherwise noted in the Official Rules or on the website. Any changes to a scheduled drawing (for example, due to weather or an emergency) will be posted on the site and, when possible, on our social media channels.
What happens if the Queen of Hearts is not drawn?
If the drawn ticket does not reveal the Queen of Hearts, the jackpot rolls over to the next scheduled drawing and continues to grow as additional tickets are sold, subject to any jackpot cap or prize limits outlined in the Official Rules. Secondary prizes may still be awarded for other revealed cards, as listed in the payout schedule.
How will I know which cards have been revealed?
After each drawing, the selected board position is flipped on the physical board and recorded. The online board on our Home page is updated to show which cards are face-up (revealed) and which card backs remain in play, so you can always see the current game state.
Are ticket purchases refundable?
All ticket sales are final. No refunds or exchanges are permitted once a ticket order has been processed, except where specifically required by law or in the limited circumstances described in the Official Rules (for example, a cancelled raffle with no rescheduled drawing).
Are my raffle ticket purchases tax-deductible?
Raffle tickets are generally not treated as tax-deductible charitable contributions under federal or state law because you are receiving a chance to win a prize in return for your payment. Please consult your tax advisor regarding your specific situation.
How are winners paid?
Prizes are paid by check or other approved method to the verified winner after the winning ticket and identity have been confirmed in accordance with the Official Rules and applicable law. Government-issued identification may be required, and certain prizes may be subject to tax reporting or withholding.
Can I remain anonymous if I win?
We respect privacy and will accommodate reasonable requests to withhold a winner’s full name from public listings where permitted by law. However, we are required to maintain accurate internal records and may need to report certain prize information to government agencies as required by law.
Who operates this raffle?
Queen of Hearts NY is conducted by the Punishers Law Enforcement Motorcycle Club – Havana Chapter (Rochester, New York), a recognized 501(c)(3) charitable organization. The raffle is operated pursuant to appropriate local authorization and in compliance with New York State Gaming Commission rules and regulations governing charitable raffles.
What if I think there was an error with a drawing or my tickets?
Please contact us promptly using the information on the Contact page if you believe there is an error in your ticket information or with a posted drawing result. All disputes will be resolved in accordance with the Official Rules and New York law, and the records of the sponsoring organization will control.
